The 20th annual general meeting of the Malaysian National Computer Confederation (MNCC, www.mncc.com.my) in Petaling Jaya on 26 June, voted to amend its bylaws to make it easier for information and communications technology (ICT) professionals to become members.

These include reducing the minimum number of years of relevant work experience in the IT industry from five to three, before an IT professional with a recognised basic degree is eligible to become an MNCC member. It also takes less time now for all categories to be considered for membership by the MNCC Council. A new category of Life Member was accepted, together with one-time fees of RM1,000 for those under 55 years and RM500 for those above

Established by IT professionals and now registered as a company limited by guarantee with the Companies Commission
of Malaysia, the MNCC’s vision is to promote the development of IT professionals and to help create an information rich society.
However, one thing the MNCC has still not been able to achieve despite trying for over 10 years is to establish
professional accreditation for ICT professionals similar to professional engineers, medical doctors and lawyers.

“Engineering, medicine, law and so on are very well established professions but the different ways in which people
practice ICT has prevented us and our counterparts across Asia from reaching a consensus on a standard definition of an ICT professional,” said Dato’ Dr. Raja Malik Raja Mohamed, MNCC president in the chair. MNCC is a member of the South East Asia Regional Computer Confederation (SEARCC) and International Federation of Information Processing.

Some proposals are to consider basing the definition on less transient factors such as certifying, accrediting and
qualifying the person, the processes and best practices they adopt in implementing their work and on what standards they follow.

“However, the Multimedia Development Corporation (MDeC) is taking up this issue again,” he added.
